Approvals and certifier considerations

Partial demolition approval requirements depend on the property and on how much structure is affected. Removing a loadbearing element, altering fire separation or changing the building envelope commonly brings a different assessment path from a purely cosmetic removal. A licensed building certifier is the right party to confirm what applies, and where a structural engineer is involved their documentation usually forms part of the approval and the construction sequence. Confirm the certifier and engineer arrangements before work is scheduled.

Utility disconnection and capping

Services rarely stop at the demolition line. Circuits, water, drainage, gas and data often run from the retained section into the part being removed, or vice versa. Each needs to be identified, isolated and either capped or rerouted so the retained portion keeps working. Where the retained part stays occupied, that reticulation may need to be in place before demolition begins rather than after.

Asbestos and hazardous materials

Partial works often expose materials that were hidden inside a wall or ceiling cavity, so hazardous-materials assessment is important even when only part of the building is affected. Asbestos-containing sheeting, insulation, vinyl and mastics may sit right at the interface. Removal of more than 10 square metres of non-friable asbestos requires a Class A or Class B licensed removalist, and friable asbestos requires a Class A licence. Where material continues into the retained section, agree how the boundary is treated and sealed.

Site access and neighbouring property

Access is often the deciding factor in how a partial demolition is carried out. If a machine cannot reach the rear or upper section, the work becomes hand demolition with material carried or craned out. Useful details are side access width, whether a machine can reach the work face at all, headroom, ground conditions and whether the retained portion stays occupied during the work.

Debris, disposal and site finish

Agree what the retained structure looks like at handover: exposed framing, sheeted and sealed, sarked and battened, or fully weathertight. Agree who is responsible for that protection and for how long. Also confirm whether elements removed at the interface — cladding, roof sheets, framing — are being salvaged for reuse in the rebuild, because that changes the method from machine to hand.

These are the conditions that most often change how a demolition is carried out. None of this is an assessment of your property — it is what a provider will want to know before they can talk about method or price.

Narrow driveway or side access

Plant has to reach the structure. A side access that narrows at a gate, a meter box or a rainwater tank decides whether a machine can work at all.

What to check: Measure the narrowest point between the street and the work area, and the gate opening.

Neighbouring structures and boundaries

Close boundaries, shared fences, adjoining walls and buildings within a few metres usually mean protection and a more controlled sequence of removal.

Overhead services

Power and communications lines across a frontage or over a work area set minimum clearances and can restrict machine reach or require the supply authority to be involved.

Multi-level and loading access

In apartment and commercial buildings, the goods lift, dock and permitted work hours often govern the programme more than the work itself does.

Known or suspected hazardous materials

Asbestos-containing material generally needs licensed removal before demolition, which sits ahead of the structural work in the programme.

What to check: Say whether an asbestos report or register exists — never try to identify material yourself.

Below-ground structures

Slabs, footings, piers, tanks, pool shells and old pavements add volume and can constrain what is built over the area afterwards.

Concrete, brick and masonry

Heavy relative to its volume and usually handled as its own stream. Slabs, footings, driveways, paths and pool shells all land here.

Metal

Structural steel, roof sheeting, framing, fencing and plant are commonly separated where there is space on site to do it.

Ask: Is there anything metal you want kept rather than removed?

Timber

Framing, flooring, decking and hardwood elements. Salvage has to happen before the structure comes down, not after.

Mixed and fitout waste

Plasterboard, insulation, ceilings, joinery and floor coverings. High volume, and separating it needs somewhere to put it.

Regulated waste

Asbestos waste is a separate regulated stream that must go to a facility licensed to receive it, with the required wrapping, transport and documentation.

Do I need a structural engineer for a partial demolition?

If anything loadbearing is affected, or if temporary support will be needed, engineering input is normally required rather than optional. It also usually forms part of the approval documentation. Confirm the requirement with your certifier early, because it sits ahead of the physical work.

What happens to the part of the building that stays?

It has to be supported during the work, protected from dust and impact, and made weathertight at the exposed edge. Agree who is responsible for that protection and how long it needs to last, because the Gold Coast storm season can make an unprotected edge a serious problem.

Is partial demolition cheaper than full demolition?

Not always. Machine work is fast, and controlled removal beside a structure that has to survive is slow and largely done by hand. Where the retained portion is small or in poor condition, a full knockdown can be simpler and more predictable. It is worth testing both options.

Can I remove an internal wall to open up a living area?

Possibly, but only after the wall’s structural role is confirmed. Walls can carry load, brace the structure, provide fire separation or carry services. That check comes before removal, not during it.
